* While this additional service is aimed primarily at residential properties, it can also be used for small non-residential properties like a hairdresser’s or an at-home office. Larger non-residential properties such as business premises or warehouses are not eligible for this additional service.
Renovating
After renovation works, you’ll likely need an electrical inspection, a gas inspection and an Energy Performance Certificate.
Selling
If you’re planning to sell your home, you’re legally required to submit an electrical inspection and Energy Performance Certificate (EPC), and also an asbestos certificate if your home was built before 2001.
You are also required to have a soil certificate, town planning information, a post-intervention file, a cadastral plan and flood risk data.
Renting out
If you want to rent out your home, you are required by law to have an electrical inspection and Energy Performance Certificate (EPC), as well as a soil certificate, a post-intervention file and a certificate of conformity.
EPC stands for Energy Performance Certificate. This certificate shows how energy-efficient a building is and is required for all residential properties.
This certificate makes it easier to compare the energy performance of homes. In some cases, you also need an EPC when applying for a grant, subsidy or discount on your loan (like the mortgage loan at KBC Brussels).
This certificate describes which materials or parts of the building contain asbestos, the condition of the asbestos and how it can be safely used or removed.
Since November 2022, you are required to have an asbestos certificate when you sell a property built before 2001. Only a certified asbestos expert may carry out the survey and prepare the corresponding certificate.
As electrical installation defects can pose serious risks, you are required to have your electrical installation inspected. During this inspection, your electrical installation is checked for compliance with the requirements of the General Regulations on Electrical Installations (AREI). An approved inspector must carry out the inspection.
An inspection is required:
- Upon commissioning (before first use of the installation)
- If the installation is significantly changed or extended
- If the power supplied by the installation increases
- When a property with an old installation is sold
If you use a heating oil tank to heat your home, a number of legal requirements apply that enable the government to minimise the risk of groundwater or soil contamination.
Heating oil tanks must be inspected after installation but before first use. They should also be inspected regularly during use. The frequency of these inspections depends on the tank’s volume, placement (underground or above-ground) and location (in or outside of water extraction areas and protection zones). The recommended inspection frequencies are listed below.
Tanks for storing less than 5 000 kilos of heating oil (less than 6 000 litres):
- Underground tanks should be inspected every five years.
- After first use, above-ground tanks installed after 1 March 2009 don’t need to be inspected. If you were already using the tank before this date, check the ‘Next inspection date’ on the last maintenance certificate to see whether another inspection is needed.
Tanks for storing 5 000 kilos of heating oil or more (6 000 litres or more):
- For underground tanks, basic inspection is required every two years and thorough inspection every 15 years.
- For above-ground tanks, basic inspection is required every three years.
